Although my name is in the electoral list i haven't received my card still,what to do?

hi,my name was included in the electoral list in march this year.whenever i went to the election office to get my photo id card i was given some excuse or the other and asked to come later.finally one day they said that my card was missing because they were shifting their office to a new venue and it might've gotten lost in that process.when asked what to do i was told to file a request for a replacement card saying that i lost my old card.i am not willing to do that because i haven't even seen my card in the first place.please help me,what can i do?
