What is the difference betweem Intercollegiate and varsity athletics? Can a player go from inter to varsity?

If a player is successful at the intercollegiate level can they move to the varsity team? Is this possible at all? If you are not a recruit how can you tryout and work towards making the varsity team? What does it mean to redshirt?
