Will an Obama supporter please explain what your candidate proposes for?

his program of "AID TO AFRICA". Africa is a big place, many countries, some good governments, some dictatorships. I don't understand this vague term, which has a price tag attached of billions U$D. Is money to the Somalian government included? How about Zimbabwe? Will we be throwing money at rich dictators, or dropping it from planes on hungry villages? Does ANYONE know what he is planning?
