Will my son be put to death in prison?

My son was arrested for shoplifting in Germany and then released (he's a UK citizen). The UK police interviewed him about it and said there is now a Federal Arrest Warrant against him in Germany but that the Germans are not interested in extraditing him from Britain. The UK police attempted to prosecute o behalf of the Germs but the CPS decided there was no case to answer. If my son goes to visit Germany, presumably he will be arrested but would he also be arrested were he to go any EU country like France or Ireland or Sweden? It is a German arrest warrant not a European Arrest Warrant. Also he was never charged or interviewed or convicted of the crime over in Germany. Thanks!
