The idea is that people would have the ability to chose and pay the premiums (as you would of any the health insurer) of a public choice in health insurance. It would be administered by those who currently run Medicare. This plan would use the public option to keep costs low, to force private health insurers to also lower their prices in order to compete. I believe public option is a very important part of any bill. Keeping costs low is a primary goal of the health reform, but no one would be forced to use the public option. Also, the government isn't concerned, and as the people who run Medicare do their job efficiently, they should be able to propely run this one too.
