Allusion regarding child labor?

I am writing a letter to Hershey regarding the child labor in the cocoa industry and how they need to take more responsibility and actions to improve their conditions. I need to include an allusion. What can I allude to (in history or literature) that has to do with child labor or something else. I was thinking of referring to whoever made the first child labor laws, but I can't find who that was.
